The only reason they have an odd number of teams in each league now is
because the moved the Astros to the AL - specifically to facilitate their
evil inter-league plans. It would be easy enough to move a team back to the
NL, and have 16 in the NL and 14 in the AL. I think a 16-team league with
two 8-team divisions is ideal (each division would be as large as each
league used to be), but two-7-team divisions would work okay as well, which
would set up a two-tier post-season, which I would prefer. But in the TV
era they can not tolerate so many second-division teams, so they could
still add 2 wild-cards in each division, with a one-game playoff (the only
thing that makes the wild card palatable), with the wild card winner
playing the division winner (who would have the home field advantage), and
then on to the league championship, and then the WS.

I would eliminate all IL play, even in the 4-6 places it might make sense
(NY, SOCAL, NOCAL, Chicago - and I guess maybe MO and TX, if they move the
Astros back).
