I don't know what the original plan was, but yes, Carradine is playing POTUS and his role was significantly more than a cameo, with a couple of extended scenes with Leoni. I wasn't paying close attention during the opening credits, so I don't recall how his part was presented, to get some clue to what the future holds for his screen time; whether it was "Guest Starring" or "With Keith Carradine as The President" or just listed the same as the other members of the cast.

I've only seen the promos, not yet last night's premiere episode, but
isn't Keith Carradine playing POTUS in "Madam Secretary"? Was the
original plan to never show him or only obscured, as "West Wing" had
once considered?
