The 10:00 hour in Winnipeg was always a little weird. Often the 7 p.m.
(Eastern) shows do end up there, as the CTV station still maintains its
local news at 6 p.m. But everything else runs on the normal Central time
schedule, so that CTV Winnipeg can maintain its simsub rights. Global
usually ran (and may still do) Simpsons reruns at 10, with news at 10:30.

As for CTV Morning Live, that's now the replacement for Canada AM in every
western market. That change was made a number of years ago, I believe, to
compete with the CITY Breakfast TV shows that are everywhere as well. As I
understand it now, Canada AM only airs on the Eastern & Atlantic time zone
CTV stations, along with the CTV News channel.
