During the previous NHL lockout the NHL ran content 24/7 without ever
mentioning the lockout, not even offering updates on the negotiations. They
just ran talk shows and rebroadcasts of old games.

An IOC channel presents so many problems that I would be surprised if it
ever gets off the ground. For example, if it is to be only one channel,
which language will it be in?What is the incentive for any cable/satellite
company to add it to its lineup, especially if it means dropping another
channel?

The NFL did get all of this started, not with the NFL Network, but with NFL
Films. They started to build an archive of games, documentaries, and
interviews and it made some sense to put together a channel to air that
material and have talk shows based around the season and draft.
