I believe it's the Langham Huntington Hotel, where it's been held for at least 
a few years now.  For example, see the photo caption here (from 2015):

Pretty sure you have to be a member of the Television Critics Association (or, 
obviously, associated with a show that's being presented to the critics).  That 
would explain why there's not much information publicly available on the 
website -- it's on a need-to-know basis. And presumably, the TCA and the hotel 
don't want a lot of "outsiders" hanging around to get a glimpse of the 
celebrities who may be there.
