I think the driver for any reforms in the NFL has to do with the change in the world of ticketing brought about by Stubhub and other third party ticket sites. For a team that doesn't sell out their home games, third party tickets may come cheaper than box office tickets and so a blackout threat might not fill the stadium as it once did. I don't think that is enough to justify charging for the stream. But it does raise another question: what are sports bars going to do? One local British themed bar opens at 7 AM on weekends to show EPL (soccer) games so the early hour would not be a deterrent if the bar thinks people will come early for the game. -- -- TV or Not TV ....
