No. "Breaking" implies that the event is happening as they speak, or just
happened. It's not "If you haven't seen it, it's [breaking] to you," or
every story on every newscast would be "breaking" for someone. Local news
has been stretching the idea of "breaking news" for a long time, and I
can't say I'm surprised that a network or three would jump in.
