Yes, it has been that way for years. But that has nothing to do with a two-team football market broadcasting the same game on two different stations at the same time, so I’m not sure why you’re bringing it up.

The station that doesn't have the doubleheader shows non-football stuff in the late slot, unless the home team is at home in the first half of the doubleheader. I do notice that a lot of times a station will show the 4:05 game, so they won't compete with the home team, even if the home team is lousy. Any reason for that? But the NFL TV rules stipulate that the entire game has to air in a home-team’s market, so KCOP, which is owned by FOX, will air the Chargers-Bills game, while KTTv carries the Rams-Vikings game in full, but once the Rams game is done, the Chargers-Bills game will be on both channels.
