It's a difficult gig to perform as the crew can't start putting the stage up until the teams leave the field for halftime. Then it's a short performance so that the crew can break down the stage for the second half. And it's a gig that doesn't pay and they want acts of the level that don't need the exposure. Heinz Field used to bring in music acts, usually country music performers for halftime at Steelers games.
