Kevin - I've watched both episodes 1 & 2 - the story isn't being told in 
flashback at all.  In fact, I'm not entirely sure where you got that idea - 
there are a couple of dream sequences wherein Picard interacts with Data, 
but aside from the cold open of episode 2 (which effectively retells the 
events of the Short Trek "Children of Mars" from a different perspective), 
all of the action in the first two episodes takes place in the current 
timeframe of the show (i.e. 30 yrs on from TNG, 20 years on from Nemesis). 
 In fact, that's a hallmark of the show - the fact that this Picard is very 
much wounded by the events of the Romulan supernova (as mentioned in Trek 
'09) and, after all these years, the death of Data , and yet he's still the 
idealistic officer who came to represent the better angels of the 
Federation.
