Thanks everyone. I suspected this was a local thing. It's extra annoying
since the local affiliate usually has a long commercial break in the news right
before the transition to the Late Show.

This. CBS has a long-standing policy under which if live primetime programming
runs long on a weeknight, Colbert and British Jimmy slip and affiliates are
given their full 35 minute news window (and usually a little extra to round up
to the nearest minute). The timings they sent last night do indeed show a
revised start time for Colbert of 11:37:00.
