The APP is available on the X1 platform, but you still have to sign up and 
pay for an account.  There's no discount if you're a cable subscriber.

(And FWIW, the X1 box is a decent DVR, but it SUCKS as a streamer.  Even 
though I've got an X1 box on every TV in my house, all of my streaming is 
done via AppleTV or Roku.)
