The "Classic Media" page at Wikipedia mentions Roger as one of its 
properties, but with a "citation needed" notation...    B

Meanwhile, while "Underdog" went from General Mills to Golden Books to 
Lorne Michaels (yep) to NBCU's DreamWorks Animation, "Roger Ramjet" went 
from small production companies to---ooh, its DVD release was on Classic 
Media, which means that DreamWorks may own it, since it bought out Classic 
Media to get the TTV characters (and the Jay Ward characters, although the 
Ward estate also partially owns them).
