The question is which way is it slow, pushing the arm out or bringing the arm in? Maybe it just needs some lubrication? When the arm is going out it has to push the dish so if the lubrication isn't there it could slow it down, when the arm is moving in, well its got all that weight of the dish on it so it will move move faster.
