Some of the programming that NASA will be sending on this channel is restricted by copyright and program contract issues. Making the feed addressable ensures that only authorized viewers are receiving the program. Sure, the argument that "my taxes pay for NASA" will be bellowed by some, but PBS does the same thing and has done so for years. Program producers sell their product to programmers for a specific audience. Making it where everyone can watch it makes the ability to resell the program to additional markets less profitable.
