JSP/PHP are web frameworks that render pages in HTML and in the case of JSF, the JavaScript as well. They do not dictate the look, feel and usability of a web page. That's the job of the designer.
A designer should: a) be creative b) be focused on the user served by that page or application c) have the ability to express his/her ideas in Adobe illustrator or Photoshop d) have command of HTML4/5, JavaScript and CSS3 to translate the initial designs into reality e) pays attention to detail It is not easy to find people with all of the above skills. Three years or more ago I would agree that you needed atleast one core language/framework like Ruby-on-Rails, Python-Django, JSP+Struts-Tiles/Velocity etc. to get a job. Today, with HTML5, JS and CSS3 capable of doing amazing things via local persistence, WebGL, Canvas, WebM and libraries like jQuery... it is possible to get jobs in innovative companies based on these skills alone. Add the significant migration to mobile development and HTML5 is even more important as every major mobile browser is WebKit based or a replica of it. Cheers, Zubin.
