 Here some of the points which I know, Most of them you may already aware.
Not sure whether my below points will answer you or not, If not let me
know......

1) It depends on what course he opted in MS, what type of the job he want to
do?
2) He is planning his career in IT?
3) Once he completed his internship/project from the school, he need to
apply for OPT(Optional Practical Training). In this period he can work for a
company,  usually consultancies(employers) will hire the OPT candidates,
They train them in their desired field( I can say in their desired
technology), After training employer will start marketing his resume....
Then OPT extension, Here rules will vary from school to school. Once OPT is
completed employer(s) will apply H1B-Visa. Once the candidate got the
approval to H1B Visa, Once again he is eligible to work as non-immigrant
4) The other way is getting the permanent job, where the company will
directly process the H1B Visa to the candidate
5) As per the recent bill passed, US Companies need to give more preference
to US Citizens while recruiting. If companies recruited  non-US citizen then
they need to show proof that they recruited the particular non-US candidate
due to the lack of US resource in that particular field, domain, technology
<<what ever it is..>>..In this companies will take care about all the
documentation work required to get the H1B Approval.
6) Coming to Tarp rule this is want I know - It is saying that
whoever(companies) got the bailout money the condition for them is, while
filling the positions(jobs) back they need to recruit the US citizens, In
this case bailout companies can not file new H1/can't extend H1's for Non-US
Candidates until unless there are no US resources available to that
position.
