Hi Ashish:

Two things,

Legal:
 TARP bill blocks H1-B guys and makes it difficult for students
 graduating with MS degree from US univ.

 The extent of hiring difficulty is directly proportional to
 economy, the law comes later.

Tactical:
 Start with MS and then stretch it by 2-3 yrs.
 Schol may stop, but then campus/off-campus combo + internship
 can help him float. Many profs will have research project
 funding.

 Even if he comes back, he is never the same guy. International
 exposure is valuable !

i'm quite sure many would be following a similar approach :)
