If it's not possible to get more moderators for this group I would like the
idea of starting a new google group as I'm not a fan of G+.

I don't think the current owner has the time to deal with this properly.
While I was thinking about this, I opened a new google group,
bootstrap-users:

http://groups.google.com/group/bootstrap-users

I did this mainly to test the moderator interface, but we could use it? What
does everybody think?

If a new google group isn't the best option, I happen to run a hosting
business and I we could have a VPS up in minutes with any mailing list
software or a forum application we'd want to use. It's just a matter of
deciding what's best and how to proceed.
