Hell, there are people who are buying followers through various web services that have sprung out, where people agree to follow each other to inflate their numbers, to make them seem "more credible" - ha.

I'm very close to adding a "bulk block spammers" button to Twitter Karma, so folks can one-click opt-in to silence them all. Basically, provide a "spam filter" for Twitter. But, that would put a huge bulls-eye on my head that the spammers will go after and I don't really need to become a Twitter martyr ...
