Just as a general rule, I'd suggest that any individual user only get ten such emails a day across the board, and if they get more followers they only get one more email that says "you have more followers" and a final email at the end of the day that says they got X number of followers that day. So if you're a normal person who gets a few followers a day, you get your emails as normal. If you're a marketing type like me who averages about twenty, you get a dozen emails. If you're a spammer who gets hundreds, you get a dozen emails really fast. If you burn through your email quota in less than a certain number of minutes, a little extra scrutiny might be necessary.
