You basically have to suck the firehouse (or use search or whatever) to get all the tweets, then unshorten (& canonicalize) them to build your OWN search index. I have a huge system that does this for the BuzzRadius-based sites (like http://STLTweets.com or http://loufesttweets.com ). It's not trivial, and there are lots of gotchas to watch for like Facebook login gateways and such.
