Albert, I had the same problem as you except I was using a clean fresh install of Delphi 7 with ICS V6. I could never get the SV repository download to work however when I used the zip download, it worked fine.
I just used the SV repository ICS V7 for my Delphi / C++ 2009 install and that worked. For a clean environment, I keep all of my development environments on separate VMs so if something terrible goes wrong, I just reload from a snapshot and reinstall the particular version of the IDE I was using.
