netstat can show all open ports. Does it do trial and error on all port numbers? Or does the OS know and MS has not published how to get the information?
There are possibilities to retrieve windows internal informations, but they are out of scope of a socket component. The IP Helper API has functions to get such informations: GetTcpTable. See http://msdn.microsoft.com/en-us/library/aa366073(v=VS.85).aspx for more details.
