I am using Antivirus on the server .can this effect and delay .
A pure antivirus shouldn't. But you could have more complex security system
such as a firewall which could then intercept all communication and generate
a lot of problems if misconfigured.
I suggest you first disable every security product just for testing and
close that door.
And again, we need the complete picture if you want better help.
btw: You problem seems not related at all with ICS. There are not much
things you can do with ICS to solve your issues, except designing a
communication protocol suitable for the special network you have.
