I've solved my own problem so I thought I ought to inform the list. A file called new-target.html, available from the txt2tags site, describes how to add a new language to txt2tags. It's also useful for newcomers like me to get a bit of understanding of the txt2tags script.
There is an option 'parainsidelist' that gives me exactly what I want.
