Thanks to a suggestion from Steffen Gebert I found the (first) issue to be a default MySQL setting of "skip-networking"
described further here (in case anyone else has the same problem)

Then I also had to use Loek's suggestion to replace "localhost" with
"127.0.0.1" in the install tool user interface.
After that (phew :-) I was able to install and setup typo3 locally.
