And the best way to cause even greater confusion is for the new name “Pacific 
Time” to refer to UTC-7.

I wonder if that is exactly what some folks want, particularly those who are 
selling this as “permanent daylight saving time” instead of permanent standard 
time with a different UTC offset, which is what it really is.
