Isn't the publication of the order a bit of a red herring? We know that cabinet has signed it. And the Premier has taken the very unusual public step of "proclaiming" it.
The Lieutenant-Governor has no real choice but to sign it. To not do so would be unprecedented, and not realistically possible for such an uncontroversial minor issue. The repercussions would go all the way to the palace, and perhaps beyond. And the LG would be quickly dismissed. The sooner this is published the better. It's already going to be a complete fubar in November (it's not like most people search out America/Vancouver to set their time zones ... they scroll down and stop at America/Los Angeles or Pacific Time - US & Canada).
