AFAICT, the release of version 2026e was not delayed by arguments over the 
three-letter abbreviation for Manitoba’s new zone, despite how it may appear 
from the high volume of list traffic on this topic.

Rather, it was delayed by the lack of evidence of signed legislation making the 
time change official. This is required, as stated before, and doubly so because 
of other recent “almost” changes that were rescinded before becoming official.
