And many of them probably think "someone at Bell/Rogers/AT&T/Telstra/Vodafone
pushes a button".

I think, more to the point, you need to explain why it's important
that computers and phones in Manitoba know what time it is in England.
That's where the disconnect lies.  To us it's a matter of course that
computers need to communicate times in UTC *with other devices*, but
that's not visible to casual end-users.
