While there is no direct reply to the Manitoba change on Microsoft's time blog they were able to push out Morocco on very short notice.

There is a long history of changes that were announced and changed the clocks on the wall immediately. I expect that there will be at least one after November 1st this year (hopefully "effective March" but short or after the change notice happens). Nunavut legislature does not sit until October 22nd and Cambridge Bay at UTC-07 will create a time island between two UTC-06 zones on November 1st. Will they pass legislation effective in March and spend the next four months with Cambridge Bay out of sync with Northwest Territories (and Rankin Inlet out of sync with Manitoba)?

Only time will tell.

In the past I have estimated like: to meet Nov 1 - use [M/C/E]ST ~$100k;
- use PCT/ABT/MBT ~$1M and hire a bunch this week!
Consider it an unfunded mandate. Or an unfunded jobs program.
