When it comes to examples... We have the bad example of Palestine from some years back where they did the announcement the day before it was supposed to happen. That was a lot chaos and eventually the decision was rescinded.
There is also the good example of, of all places, Iran also from some years back where parliament decided to abolish DST but the guardian council (that is the priests) blocked the proposal and said they should have longer lead time. Have that proposal shown up again since? /MF
