The RK3399-Q7 has the ability to bypass the on-module eMMC and SPI (which always come first in our boot-order) and force a boot from an external SD card. If this is the case, we want all later boot-stages notified and will modify our environment for distro-boot to also try to boot from the SD card before trying to boot from eMMC.
