drivers/phy/Makefile has two separate blocks of "obj-y += <vendor>/" lines, neither of them sorted, and the list of "source" statements in drivers/phy/Kconfig is not sorted either. New vendor directories end up appended wherever there is room, which makes the lists harder to read and to extend.
Merge the two Makefile blocks into a single alphabetically sorted list and sort the Kconfig source statements the same way, so subsequent additions have an obvious place to go. No functional change.
