Except for TPL, always compile cpu-info.c file without guard by
DISPLAY_CPUINFO at Makefile level, to provide at least the weak
implementation of rockchip_get_reset_cause().

In this way, any code using rockchip_get_reset_cause() (weak or not)
will not be broken when deselecting DISPLAY_CPUINFO. Previously, it
was not possible to compile TARGET_ROC_PC_RK3399 with DISPLAY_CPUINFO
deselected.
