It's possible another device has been introduced into the network that has the same IP address as your server. When the new device broadcasts its IP address, the switches/hubs/routers on the network will delete your server's MAC address from their ARP caches and replace it with the MAC address of the offending device. This will cause any existing connections to drop and you'll lose all network connectivity to your server until it rebroadcasts its IP address and the ARP caches are updated again. The cycle will repeat every few minutes. The first place to look would be a DHCP server that may have an address range inadvertently overlapping your server's static address.
You could also try adding an IP alias to your server's NIC card and see if connections to the alternate IP address have the same problem. If an alternate IP address is trouble free, then you must have an IP address conflict.
