Sorry, I've only seen this on Windows servers. Usually it's a case of putting a different user in the UCI.config file than the one you're trying to "login" with. The other similar problems I've see were no VOC file in the account, incorrect path/account defined in the UCI.config file, and having no privileges on the privilege file.
Double check that your path is full and correct and that you can login to it using telnet and the user you are trying to use to connect with ODBC. There may be a LOGIN VOC item that's causing you grief. Those are my best guesses if root won't connect either.
