Sorry that's not correct.
Comments have to be delimited just like everything else.
I did not say you can ignore what the tag says. I only said you can use "<" and ">" to find the tag. If a tag starts with "!" then it requires special processing.

I didn't mean to verbal you, just point out that once you see a <!--, <? or <[CDATA] you have to ignore the < and > until the end of that element is found -- I just didn't explain it very well.
The > character can also appear in attribute values eg:
<TAG att='>'/>
