I don't think the ED verb is broken. It is because whatever arrays used internally for these program structures are static. When you reach the point where your code overflows the array you will get the message. We have done some testing and it appears anything trying to jump accross more than 32K will cause this error.
Can you be more specific on what you were doing. Were you at true TCL or something like SB+ TCL? Did you get the error when just doing some editing or when you tried to file the record? Any other specifics may help.
