I could see one use being having a third party program
manipulate a VOCLIB entry. I say manipulate rather than
maintain files, because if you put an entry in VOCLIB
you have to put a matching pointer in VOC (if you want
to run it directly from the command line, with the
exception of the methods recently discussed).
