Unfortunately the Universe device licensing doesn't work like that. Not sure about Unidata but the question related to Universe.
The 10 connection pool cannot be shared between the terminal emulator and uniobjects. I asked (via my VAR) if IBM had any plans to allow that and apparently they don't.
