They currently have universe on linux with a 200-300 user license. I think he's just wanting to do some testing / experimenting with the windows version.
Are there limitations with the personal editions with regards to file sizes / record counts / etc.. He tends to deal with LARGE files. They make heavy use of distributed files with record counts getting into the several million range.
