Unless  your friend needs to test his software using very large files and/or
under concurrent user loads greater than 2 users, he can use the PE version.

According to the IBM web site, re the Personal Edition:

"This edition is designed for single-user personal development and training
as well as sales demos. It is not for remarketing or use in production
environments."

I think that "to see the differences in the windows vs linux versions and
see how the  performance compared" would be considered both "personal
development and training".

Otherwise, he can request an evaluation version  *at no charge* with more
than 2 user licenses (I don't know what the user limit is or if there is
one), and the evaluation version does not have the file-size restrictions of
the PE version.

The evaluation version license is limited to 60 days, but it can be renewed.

It sounds to me like your friend needs to have another talk with his vendor
to get the full story on what his options are.
