Microsoft ISA Server. What a PITA. Configure it exactly correctly - or better yet - Remove it. Error barks pretty clearly on permission & authorization to access to the service, so clearly something isn't right in ISA. Typically it denies any processes running as user "local System" access to anything outside the box.
