Microsoft is not releasing a patch for NT 4.0, but they offer a utility
that allows manual editing of the time zone data:

I just used it to update our Nortel voicemail system, which is still on
NT4.  The correct start and end dates are:

DST begins 2nd Sunday in March at 2:00am, ends 1st Sunday in Nov. at
2:00am.
