Jeff: My first thought is, if you have money to spend, why not spend it? It appears the college has a lot of money to spend; which tells us a more about public finance than we wished to know.
When the job is to spend money, there are many ways to do so. In this case, the movement from one dbms to another says nothing about either dbms.
