To add to your banner request. I've written banners that have built in timers and/or counters. Thus, the banner record could have a date range for viewing plus a counter for how many times each user has seen it and to not show it if the user has already seen it 3 times.
Some applications stay within the same account for the life of that user's session. Others have the application modules on different accounts and the users are shifting from one account to another. Those users will get pretty bothered if by 4:00 pm they have seen your banner 50 times.
