A simple method is to copy the file at os level - you can check the VOC item for the file to find where on disk the file and its dictionary are, and then just copy those two files onto the other machine via ftp/network share/floppy disk/email etc.
However as this is done outside of the DB you need to ensure that both systems have similar versions of UV. Also if you go from little endian to big endian CPU architecture (e.g. from an intel x32 to a MIPS/PowerPC processor) you will need to perform a conversion.
