I get an error saying port 23 is used by another program. This was the error that I was originally getting before the motherboard and hard drive were replaced. Windows telnet was disabled, just for grins I enabled it to see if that helped, it did not.

You might want to check out "Active Ports", a windows application that will help you figure out what process is using port 23. Here's a link:
